Stella was not thrilled about the idea of living in Palestine. Like her friend, Annemarie Riess, with whom she shared her feelings on December 28th, she had fled to Italy. But as a Jew, she was no longer welcome there, either. According to the fascist regime’s new racial laws, non-native Jews were to leave the country within six months. 2,000 of the 10,000 foreign Jews who had settled down in Italy before 1919 were exempt from the provision. At least Stella had an immigration certificate for Palestine, issued by the Mandatory Government, and at a Tel Aviv clinic, an unpaid position that came with free room and board was waiting for her. Nevertheless, she continued to try to get permission to enter the US or England. Actually, even the offer on an unpaid position was more than many immigrant physicians could expect in Palestine. Since 1936, there was a surplus of physicians in the land, and a new wave of immigration after the annexation of Austria in February 1938 (“Anschluss”) had aggravated the situation even more.
In fact, Anneliese Riess was an archeologist. But after getting her PhD in Rome in November 1936, she had no chance as a foreigner to find employment in her dream profession. Therefore, she took a course in pediatric nursing in Geneva in 1937 and then returned to Rome. When the fascist government in Italy declared that foreign Jews were to leave the country within half a year, the school in Geneva agreed to employ Anneliese as an intern until the arrival of her US visa. However, due to Switzerland’s xenophobic and anti-Semitic immigration policy, she was denied entry at the border. In a letter from the school dated October 10th she was informed that such cases were so common among the students that the director of the school, Miss Borsinger, was not able to do anything for her to obtain a residence permit. She had, however, enclosed a letter to the consulate, testifying that Anneliese Riess was urgently expected at the nurse’s training school – albeit as a student. This, the letter states, was her only chance to be allowed entry.
The Fascist Grand Council of Italy, a central organ of the Mussolini regime, published a “Declaration on Race” at the beginning of October which in many places was reminiscent of the Nuremberg Laws. Anti-Semitic through and through, the document codified many regulations regarding marriage, Italian citizenship, and the employment of Jews in civil service in Italy. On October 9th, only a few days after its publication, the Jewish Telegraphic Agency reported about this Fascist body of legislation. “Intermarriage” between “Aryan” Italians and “members of the Hamitic (North African), Semitic or other ‘non-Aryan’ races” would henceforth be forbidden. Another regulation hit those Jews who had emigrated to Italy from Austria and Germany especially hard. All Jews who had settled in Italy after 1919, were to lose their Italian citizenship and be expelled.
Rome is the paradise of every ancient historian, a city rife with history. However, for Herbert Bloch, since 1935 a Ph.D. in Roman History, it was something more, a sanctuary from Nazi Germany. The native Berliner had come to the University of Rome as a student shortly after Hitler took over. In 1938, he was part of the team that excavated and examined much of the area of Ostia Antica, the ancient seaport of Rome. The photo shows Bloch on September 11th, 1938, in front of parts of the excavations. But 1938 was also the year in which the previously latent yet tangible anti-Semitism of fascist Italy officially became state policy. Just a few days before this photo was taken, Mussolini had passed the first of many anti-Semitic race laws. The “Measures for the Defense of the Race in the Fascist School” of September 5th, 1938 had especially hit home for Herbert Bloch. The law – among other matters – barred all Jewish teaching staff from schools and universities. Rome could no longer be Bloch’s place of refuge.
Until 1938, about 60,000 Jews lived in the Leopoldstadt district of Vienna, a fact that earned it the moniker “Isle of Matzos.” Between the end of World War I and the rise of “Austrofascism” in 1934, the Social-Democratic municipal government began to create public housing. By the time of the Anschluss in March 1938, there was a massive housing shortage in the city. The Nazis began to evict Jewish tenants from public housing. In light of the tendency of the police to ignore encroachment on Jewish property, it was easy for antisemitic private landlords to follow this example. Being a Jew was enough of a reason for eviction. When house owner Ludwig Munz filled in the eviction order form for his tenants Georg and Hermine Topra, he came up with as many as three reasons: his own purported need for the place, back rent, and consideration for the neighbors, who could not be expected to put up with having to live side-by-side with Jews.
Until 1933, her Jewishness barely played a role in the life of Anneliese Riess, a thoroughly secular student of classical archeology. Once the Nazis came to power, however, it became clear to her that as a Jew in Germany, there was no future for her. She decided to emigrate to Italy, where she obtained a doctorate (Rome, 1936). With slim chances of finding work in her field in Italy, the young woman enrolled in a rigorous class for childcare assistants in Geneva, Switzerland, in 1937. After surgery in June 1938, she spent several months in Villars-sur-Ollon. In July, the Directorate General for Demographics and Race was established in Italy to formulate the nation’s racial policies. Thus, Rome ceased to be a possible place of refuge. In the same month, Riess’s father had arrived in the US and was making efforts to arrange for her immigration. This postcard, dated August 7th and addressed to Anneliese in Villars, was refreshingly free of any reference to the precarious developments in Europe and provided the welcome prospect of meeting up with a friend amidst all the uncertainty.
In the August issue of the Aufbau, an unidentified group of young immigrants was given the opportunity to call for the preservation and activation of democracy in the United States. They argue that the fascist regimes in Europe used the economic crises created by the unbridled military buildup in their countries to legitimize the confiscation of Jewish property. While praising the Roosevelt administration’s generosity and its openness to social reforms for the benefit of those who had escaped fascism, the group warns against the reactionary forces attacking this policy and their attempts to undermine democracy in the United States. The Aufbau editorial board noted its reservations regarding the group’s assessment of the role of economic factors in history but wrote that it was happy to grant the young people space to voice their concerns.
From its inception, the Horthy government had made no secret of its antisemitism. As a matter of fact, in 1920, Hungary was the first European country after World War I to introduce a numerus clausus to limit Jews’ access to higher education. First in reaction to territorial and demographic losses in WWI, later in the wake of the Great Depression, there was a striking proliferation of fascist and right wing extremist movements in Hungary, some calling themselves “national-socialist.” One such group was the rabidly antisemitic Arrow Cross Party, founded in 1935. In 1938 a bill was introduced to restrict the economic and cultural freedom of Jews in the country. This May 11 report from the Jewish Telegraphic Agency describes Count Apponyi’s vehement critique of the bill in the Chamber of Deputies. Dr. Istvan Milotaj, deputy of a right-wing party, defended the bill, claiming that Jews could not be assimilated and that even figures such as Disraeli and Blum had “spiritually remained Jews.”
During the years of the authoritarian regime installed in Austria in 1934 (“Austrofascism”), the police prison at Rossauer Lände in Vienna (nicknamed “Liesl” by the locals) had already been used as a lockup not only for criminals but also for political dissidents. After the annexation of Austria by Nazi Germany on March 12, 1938 (“Anschluss”), the first 150 Austrians were taken to the Dachau concentration camp from this notorious prison. Some, like Edmund Wachs, were held there in “protective custody,” a convenient tool used by the nazis to rid themselves of Jews and political opponents, since it could be imposed arbitrarily and left the prisoners little or no recourse to legal support. In this postcard, Edmund’s brother, the attorney Dr. Karl Wachs, reassures Edmund that he is doing everything he can to press his case and asks him for patience.
The orthodox Jüdische Presse quotes the state-run Austrian wire service Amtliche Nachrichtenstelle with a reassuring assessment of the situation of Jews in Italy: While there was an antisemitic movement “like everywhere else,” it was very moderate, and rather than targeting Italian Jewry, it opposed “World Jewry” due to the latter’s notoriously anti-fascist stance. Interestingly, the moderate nature of the antisemitic movement in Italy is seen as a result of the absence of a “Jewish movement” in the country. Indeed, Zionism had attracted very few followers in Italy, and between 1926 and 1938, only 151 Italian Jews had emigrated to Palestine.
