In May 1938, Betty Blum had contacted her nephew Stanley Frankfurt in New York. Her son Bruno had lost his position in Vienna, and it was unlikely that he would find other employment. She did not elaborate on the situation of Austria’s Jews in general since the country’s annexation by Nazi Germany but wondered whether Stanley could do something for Bruno. When Bruno received Stanley’s July 16 letter, he must have been both relieved and taken aback. While assuring him that he had been active on his behalf doing the paperwork necessary to prepare for his immigration to the US, his cousin in New York also saw fit to point out to him that if his intention was coming to America for the purpose of “living a life of ease,” he was on the wrong track. Was Stanley really so uninformed about the plight of Austrian Jewry under the new authorities? It can be assumed that his sincere efforts on his Austrian cousin’s behalf made up for the bafflement that must have been caused by his inappropriate insinuation.
Depicted here is the facade of the Jewish Hospital in Hamburg. The photograph is part of an album preceded by the above inscription dated May 29, 1938. The hospital was endowed by merchant and banker Salomon Heine, also known as the “Rothschild of Hamburg,” in memory of his late wife Betty and inaugurated in 1843. The poet Heinrich Heine, Salomon’s nephew and beneficiary, honored the occasion with his poem Das neue israelitische Hospital zu Hamburg, in which he called it “A hospital for poor, sick Jews, for human beings who are thrice miserable, afflicted with three vicious ailments, with poverty, bodily pain, and Jewishness!” Even though the Nazi regime had been undermining the hospital’s finances since 1933, it had withstood these measures and was still able to take care of its patients in May 1938.
In 1933, the distinguished philosopher of religion Martin Buber decided to relinquish his honorary professorship at Goethe University in Frankfurt/Main in protest against the Nazi rise to power. Consequently, the regime forbade him to give public lectures. In the years to follow, Buber founded the Central Office for Jewish Adult Education and countered the Nazis’ efforts to marginalize and destroy German Jewry by strengthening Jewish identity through education. It was not until May 1938 that he followed a call to the Hebrew University to assume the new chair for Social Philosophy and moved to Jerusalem with his wife Paula, a writer. The couple settled down in the Talbiyeh neighborhood in the Western part of the city, which at the time was inhabited by both Jews and Arabs. It borders on Rehavia, then a major stronghold of immigrants from Germany. Buber was among those envisioning peaceful coexistence in a bi-national state.
Nothing in this May 19 Jewish Telegraphic Agency report from its Jerusalem correspondent could provide German or Austrian Jews eager to leave for safer shores with the hope that life in Palestine would grant them peace and quiet. Between Arab attacks on Jewish workers or Jewish-built infrastructure and labor unrest among unemployed Jews, the only reassuring aspect of Palestine was its distance from the epicenter of Nazi activity. Since the beginning of the Great Revolt, Arabs, British, and Jews in Palestine had been embroiled in an often violent conflict—scarcely an attraction for weary Central-European Jews eager for peace.
By May 1938, emigration seemed to be on the mind of every German and Austrian Jew. This article in the <i>Hannover Jüdisches Gemeindeblatt</i>, for example, exhorts prospective emigrants to lose no time and start studying English as soon as possible. According to the paper, at least two-thirds of German-Jewish emigrants were likely to settle down in English-speaking countries, and even those heading to Latin America would profit from a solid knowledge of English. On the other hand, proficiency in Spanish could be useful because of extensive trade relations between North and South America. The answer to the question “Spanish or English?” therefore was an emphatic “Both!”
Austrian municipalities were required by law to issue documents known as a Heimatschein to their inhabitants confirming their right of residence. These papers guaranteed their holders the right to live in a given area and were necessary to access social welfare support in case of need. In May 1938, the 1849 law establishing this system was still in force—at least on paper. The Heimatschein of Carl Grosser, a young Jewish businessman, was renewed on May 2, 1938. Grosser had graduated from the prestigious Wasagymnasium, with its strikingly high percentage of Jewish students (up to 70%), in his native Vienna in 1932. Afterward, he joined his father’s necktie business, spent time in Germany and England to expand his professional horizons, and traveled extensively throughout Europe.
At the end of February 1938, there still seemed to be at least a few rays of hope for Austrian Jewry. In a sermon at the Vienna Central Synagogue, Chief Rabbi Israel Taglicht expressed the confidence of Austrian Jewry in Chancellor Kurt Schuschnigg. A few days earlier, the Chancellor had asserted that Austria would hold fast to the principles of the Constitution of May 1934, which granted Jews equality before the law and religious freedom. About the same time, the pro-Nazi mayor of Graz had been dismissed for raising a swastika flag over City Hall. To prevent Nazi demonstrations, the University of Graz and the Technical College had been temporarily closed.
While Dr. Hermann Mansbach and his wife, Selma, had left their home in Mannheim and relocated to Haifa in September 1938, their son, Herbert, a dentist like his father, was stuck in Switzerland, trying to join his parents. The young man had left Germany following a Nazi decree according to which the conferment of doctorates to Jews was to cease immediately. Obtaining a certificate for entry into Palestine proved to be difficult, and to make things worse, Herbert had been defrauded of all his money. On December 19th, Hermann Mansbach gave an account of his new life in Palestine to the Frank family in Zurich, who were helping his son, and to Herbert himself. He describes the difficulty of starting over poor as a result of Nazi regulations and his struggle to learn English and Hebrew and to make money. As if that weren’t enough, political unrest was simmering in the background. Mrs. Mansbach adds that she and her husband never leave home at the same time in order to avoid missing a patient. Things are hard, but, as Dr. Mansbach says, their lot is certainly better than being in a concentration camp.
The Intrators had been forced to flee once before: the anti-Jewish climate in their native country, Poland, had caused Rachel (Rosa) and Jakob in 1905 to make Berlin their home. Their son Alexander, born the same year, later became a successful concert violinist. Gerhard, five years his junior, went to law school, but the Nazis had hardly been brought to power when they began to systematically push Jews out of the legal professions. In light of the hopelessness of pursuing a juridical career in Germany, the 27-year-old emigrated to the US in 1937. Now he was making massive efforts to bring his parents. On November 19th, his father reported on the arrival of the affidavit which was needed for immigration. However, he added, they did not expect to receive their visas any time soon. Meanwhile, their circle of relatives and friends was getting smaller and smaller. Some were being forced by the Nazis to return to Poland, others simply disappeared.
As the Jewish Telegraphic Agency would have it, the English were united in their dismay about the anti-Jewish violence in Germany. Expressing their “indignation and disgust” and referring to the recent anti-Jewish violence in Germany as a “slide back to barbarism” and “inhuman fury,” they condemned the pogroms orchestrated by the Nazis. Some, like the Sunday Times and Sir Archibald Sinclair, leader of the Liberal Party, used the events as an opportunity to reinforce the need for a national home for the Jews.
As Jews in Chemnitz were struggling to come to terms with the brutal violence they had experienced two days before – the magnificent synagogue had been set on fire and destroyed during the November Pogroms, in the night from November 9 to 10 (later known as “Kristallnacht” or “Night of Broken Glass”), and 170 members of the community deported to the Buchenwald concentration camp – the community’s representative, the merchant Josef Kahn, was contacted by the town’s mayor. With mind-boggling cynicism, he demanded the removal within three days of the ruins of “the synagogue […] which caught fire in the night from November 9th to 10th, 1938.” If the order wasn’t carried out within the prescribed time, the municipal building inspection department (Baupolizei) would arrange clearance at the owner’s expense.
Amalia Carneri had seen better days. Once a celebrated opera and concert singer, she now had to cope with the death of her husband, the mine inspector Heinrich Pollak, as well as being forced to leave her family home of many years in Vienna and the distressing political situation all at once. In this letter, dated October 19th, to the elder of her two sons, Fritz, who had fled to America, she describes at great length her difficulties selling her possessions. Even with the assistance of a dubious helper, she is forced to sell below value. Not knowing what her widow’s pension will be and with only a vague hope to join Fritz in America one day, she is in a state of palpable restlessness, and her boys are her only comfort.
Speak English fluently! This may have been among the resolutions of Jewish immigrants in the United States for the upcoming Jewish new year. The September edition of “Aufbau” featured a whole array of offers for learning English. Sundry advertisements wooed immigrants with, for example, “a low fee” and “original” methods in order to improve one’s English within a few weeks. These advertisements hit on a market. Because, to those who’d come to the United States, the English language posed an initial and legitimate, yet essential hurdle. Whoever wanted to work in the American environment and build a new life had to be able to be understood.
“He offered a steed, you bought a hack, the Jews are a deceitful pack” is what is written on this postcard, postmarked on September 21, 1938. Mocking, anti-Semitic postcards were common already during the German Empire and the Weimar Republic and, as an easily replicable means, gained influence on the way people thought. One of the oldest stereotypes may be that of the greedy Jew. In whatever part of the economy Jews were active, anti-Semites would impute usury and fraud. The use of anti-Semitic postcards to impart private messages gave anti-Jewish stereotypes far-reaching societal acceptance and thus created the breeding ground for the solution of the “Jewish question,” which was soon to become a terrible reality.
Jewish refugee organizations had wide networks. This was due to individuals such as Kurt Grossmann, who steadily made more connections with contacts and developed cooperation on an international level. Kurt Grossmann, a journalist and General Secretary of the German League of Human Rights from 1926 until 1933, had escaped from Berlin just before an arrest. He fled to Prague, where he established and developed Democratic Relief for Refugees. Grossmann knew how to use his network for the increasing number of Jewish refugees, who had reached Prague. Even in Paris, where he had lived since 1938, he campaigned for support from the local refugee aid organizations. For example, in a letter from Grossmann on September 19th, 1938, he urges M. Gaston Kahn of the Parisian Comité d’Assistance aux Réfugiés juifs to help Erna Winter and her child.
At first glance it may seem abstruse. A certificate of good conduct from the police confirms to an employee of an insurance company, Franz Resler of Vienna, that he has not made himself suspicious, especially “not by panhandling.” At second glance, however, it is exactly the emphasis on panhandling that points to all the existential crises in which many Austrian Jews increasingly found themselves in 1938. With the “Anschluss” the Nazis had massively increased the economic pressure on Jews living in Austria. “Aryanisation” of companies and occupational bans deprived numerous people of their livelihood. As a result, Franz Resler and his wife Anna planned their emigration to Argentina, where Franz Resler’s sister Fanny had been living since the 1920s.
Gisela Kleinermann (top row, right) had recently turned 10 years old. With her arm around her classmate, she looks, with a slight smile, into the camera. At this time, Gisela may already have known that she will not be part of this class of the Jewish school in Dresden any longer. In late summer 1938, her mother Erna prepared her family’s emigration to the United States. Step by step, in recent years the Nazis forced segregation in public schools. In many Jewish communities—as well as in Dresden—new Jewish schools were founded as a result.
After six years in Palestine, Alfred Hirsch’s verdict was unequivocal: given the country’s political, climatic and economic structure, even people of the highest intelligence and stamina could not achieve much. He did not mince words in trying to dissuade his nephew, Ulli, from coming. Living in the very secular Haifa, Alfred Hirsch was convinced that for a young, Orthodox Jew like Ulli, life in Palestine would be a big disappointment at that point in history. Between the atmosphere generated by the collective misery of a large number of uprooted, depressed people and the political unrest, which led to major economic problems, the timing just didn’t feel right to Uncle Alfred. (The political unrest mentioned is the 1936-39 Arab Revolt in reaction to the massive influx of European Jews and the prospect of the establishment of a national home for the Jews in Palestine, as stipulated by the Balfour Declaration in 1917.)
Hitler’s plans for Czechoslovakia could not have been clearer: on May 30th, 1938, he declared to the Wehrmacht (German army) that it was his “immutable resolve” to shatter the country “in the foreseeable future.” Already months before, he had incited the leader of the Sudeten German Party, which was partly bankrolled by Nazi Germany, to conjure up a confrontation by making unreasonable demands on behalf of the German minority in the country. Under the influence of events in Germany, anti-Semitism had increased. But, so far, it had only led to boycotts and physical violence in the border areas of Northern and Western Bohemia, which were predominantly inhabited by Germans. While this crisis was brewing in the background, the psychiatrist and writer Josef Weiner, his wife, Hanka, and their two young daughters were on vacation in the central Bohemian town of Nespeky. Hanka’s letter (in Czech) to her father, the renowned Prague lawyer Oskar Taussig, smacks of a perfectly idyllic holiday atmosphere and spares its reconvalescent recipient anything unpleasant.
Ellis Levy, a Jewish attorney who lived in New York, decided to take up the cause of the immigrants fleeing Nazi persecution. In a letter to Mayor LaGuardia, an excerpt of which was published in the August issue of Aufbau, he pointed out that many of the newcomers were arriving in the country penniless, often after having been forced to abandon their studies or professional training. At the time of Mr. Ellis’s intervention, a bill regarding the possibility of opening city colleges to non-citizens was about to be brought before the Board of Higher Education. The attorney asked Mayor LaGuardia to exercise his influence on the Board to bring about a positive decision. This, he argued, would serve both the needs of the immigrants and the interests of U.S. democracy. And, indeed, it was decided, effective September 1 of that year, to admit to city colleges persons with adequate prior education who were in the process of naturalization.
Jews were hardly the only “undesirables” the US Immigration Act of 1924 aimed to keep out of the country. When the law was introduced, efforts to exclude certain nationalities, especially Chinese, Japanese, and other Asian immigrants, had been going on for half a century. In the early 1920s, a quota system was introduced that favored immigrants from Northern Europe. The quotas were not adjusted to address the severe refugee crisis created by the persecution of Jews by Nazi Germany. Even for nationals of the favored countries of origin, just doing all the paperwork to get on the waiting list for an American visa was a major headache, and the waiting could be demoralizing. As documented by this ticket issued to Helina Mayer in Mainz by the US Consulate General in Stuttgart, applicants could expect to be summoned for examination according to their number in line, provided they had submitted “satisfactory proof” that their livelihood in the US was secured.
Article 1 of §15 of the Nazi Conscription Law (introduced on May 21, 1935) stipulated that “Aryan descent is a prerequisite for active military service.” In the 1936 amendment, the language was even clearer: “A Jew cannot perform active military service.” In order to get permission to leave the country, prospective male emigrants had to present a document to the local military authorities confirming their Jewish descent and thus proving that they were not simply seeking to shirk their duties by emigrating. On August 4, 1938, the registry of the Vienna Jewish Religious Community, based on the documentation available to them, attested to Bruno Blum’s Jewish ancestry on both sides as part of the paperwork he had to submit in order to get permission to emigrate.
Ruth and Wilhelm Hesse, residents of Hamburg, had two little girls, Helen (b. 1933) and Eva (b. 1936). Wilhelm kept diaries for both girls. Between the May 3 and August 2 entries, there is a long gap (a very brief notice regarding Helen’s birthday on June 30 seems to have been added later). As Wilhelm writes, the seriousness of the times made it hard to write, so much so that 5-year-old Helen, who had been in a children’s home in Wohldorf-Duvenstedt since the middle of May, complained that she was not receiving any letters from her parents. While Wilhelm is generally pleased with his daughter’s development, he mentions that Helen and three of her little friends had taken a beating for picking 20 unripe peaches from a tree and biting into them. Perhaps the children’s blissful lack of awareness of what was brewing around them and their innocent transgression provided the young father with a minimal sense of normalcy.
On July 19, the Jewish Telegraphic Agency reports that the United States Consulate General in Berlin stopped accepting new visa applications. According to the Consulate, about 2000 people have applied for visas per month. Due to the high demand, the Consulate prioritizes clearing the files of the applications on hand for the time being. The oftentimes hard-won affidavits and other documents of new applicants will not be accepted anymore, though new applicants will be put on a waitlist. In consequence, this means that Jews who are planning to leave Germany or the annexed Austria for the USA will have to wait until next year to get a chance at obtaining a visa. It can be assumed that the 60,000 to 70,000 applications by emigrants from Germany/Austria which are waiting to be processed will already significantly surpass the annual US quota of 27,370 visas for immigrants from the Deutsches Reich.
On July 18, the commissioner of Dillkreis county in Hessen instructed the mayors of the cities Herborn, Dillenburg, and Haigern as well as police officials of the county to conduct a statistical survey of the Jewish population in their communities every three months. An official of the city of Herborn received the memorandum ordering the count and made notes showing that 51 Jews lived in the city on June 30, 1938. Three Jews had left their homes in the prior quarter. These local censuses of the Jewish population complemented other surveys that tracked the movement of Jews on a national level. To monitor and control the Jews in the country, the National Socialists used a variety of administrative tools, such requiring Jews to declare their financial assets, carry identification papers at all times, or change their names.
When 28-year-old Kurt Kleinmann of Vienna wrote to the Kleinmans in America, he could not have hoped for a kinder, more exuberant response than what he received from 25-year-old Helen. After finding the address of a Kleinman family in the US, Kurt had asked the total strangers in a letter dated May 25 to help him leave Austria by providing him with an affidavit. He had finished law school in Vienna and was now running his father’s wine business. Helen readily adopts the theory that the Kleinmanns and the Kleinmans might actually be related to one another, promising her “cousin” to procure an affidavit for him within the week. Affably and vivaciously, she assures him that the Kleinmans will correspond with him to make the time until departure feel shorter.
At a time when more and more German Jews became anxious to leave the country, this letter from a German-Jewish emigrant in Shanghai, addressed to the “gentlemen of the Hilfsverein [Aid Society of Jews in Germany]” and published in the “Jüdisches Gemeindeblatt für Berlin,” must have infused prospective emigrants with new hope: the writer exuberantly thanks the Hilfsverein for counseling him and gushes over the multitude of professional options available to immigrants at his new location, “provided, of course, that you have a skill and are able to work intensely.” According to him, musicians, physicians, and merchants are greatly in demand, and the situation is especially promising for secretaries and shorthand typists – on condition that they have perfect command of the English language, which could by no means be taken for granted among German Jews. The newcomers were not the only Jews in the country; a Sephardic community had been present in Shanghai since the middle of the 19th century, and settlement by Ashkenazi Jews had begun in the early 20th century and intensified in the wake of the Russian Revolution.
The Central Office for Jewish Foster Homes and Adoption took its mandate for protecting mothers and children very seriously. When Frances and Bernard Rosenbaum of New York decided to adopt a German child, the agency offered Mrs. Rosenbaum accommodations in a private home while picking up the boy in Germany, so that the relationship would not have to begin in a hotel. The Central Office for Jewish Foster Homes and Adoption was part of the League of Jewish Women, founded in 1904 by Bertha Pappenheim in order to foster charitable activity while affirming Jewish identity. An outgrowth of this initiative was the development of professional social work.
Herbert Mansbach, a German dentistry student temporarily based in Switzerland, was lucky. A friend of his worked for the “Sick Fund” (Kupat Holim) of the General Workers’ Association in Israel (Histadrut) and was able to share valuable information with him pertaining to acceptance as a kibbutz member and employment in Palestine. The main prerequisites for kibbutz membership were affiliation with the HeHalutz pioneer youth movement and some knowledge of Hebrew. However, in order to be hired as a dentist in Tel Aviv, total mastery of Hebrew was a must. Herbert’s friend painted a sobering picture of the mental state of the new immigrants. The majority, he writes, come without enthusiasm—determination to succeed is more important.
On May 27, 15 year-old Heinz Alfred (later Henry) Kissinger celebrated his birthday in his native Fürth one last time. Heinz had attended the Jewish elementary school and a Gymnasium in his home town. From 1933, Jewish children were no longer allowed to attend public schools, so that only the Israelitische Realschule was open to him and his younger brother, Walter. Elsewhere, too, the new times made themselves felt in the children’s lives. Suddenly, they were no longer allowed to join the other kids and swim in the river Altmühl when they were visiting with their grandparents in Leutershausen. Heinz was an avid fan of the local soccer team and a player himself, but under the Nazis, Jews were prohibited from attending their games. Even though his father, Louis, had been put on permanent furlough from his job as a teacher at a girls school when the Law for the Restoration of the Professional Civil Service came into effect in 1933, he was inclined to stick it out in Germany. It was thanks to his resolute mother, Paula (née Stern), that in April 1938, Louis Kissinger applied for passports. By May, the family’s preparations for emigration were in full gear. Relatives of hers had emigrated to the US already before 1933 and were now helping with the bureaucratic groundwork.
Since 1937, Lina and Siegmund Günzburger of Lörrach in southwest Germany and their son, Herbert, had been preparing their paperwork for emigration. The requirements amounted to nothing short of a nightmare. Prospective emigrants had to procure numerous personal documents, letters of recommendation, and affidavits. They were also required to prepare an inventory of all their belongings and to document that they had paid all their taxes. Apparently, the required documents also included this copy of the marriage certificate for Siegmund’s grandparents. Especially perfidious was the so-called “Reich Flight Tax.” Originally introduced in the waning days of the Weimar Republic to prevent capital flight in reaction to the government’s austerity policy, under the Nazis, it became a tool to cynically punish the Jews for leaving a country that was doing everything it could to make it unbearable for them to stay.
