Sent to take stock after the November Pogroms in Germany, the American Joint Distribution Committee’s emissary to Germany, George Rooby, traveled to several cities to collect first-hand impressions. His findings were deeply disturbing: Berlin, Nuremberg, Fürth, Frankfurt-on-Main, no matter where he went, he saw synagogues burnt down, Jewish shops demolished and ransacked, Torah scrolls desecrated, and was met by terror-stricken Jews whose leadership had been forbidden to operate or taken to concentration camps. Non-Jews extending a helping hand exposed themselves to the danger of Nazi reprisals. The almost complete absence of small children and babies was explained to Rooby as a result of the fact that nativity among Jews had receded considerably since the Nazis’ accession to power. Leaders of Jewish communities had assured him that there was enough money to cover immediate welfare needs. Those organizations, however, whose goal was to advance emigration, were facing a serious lack of funds. Generally, hope prevailed that the Reich Representation of Jews in Germany would soon be allowed to operate again and play its part in accelerating emigration. Its success, of course, depended on the willingness of other countries to receive German Jews. Rooby’s conclusion was unambiguous: the only hope to escape the violence was emigration.
As the Jewish Telegraphic Agency would have it, the English were united in their dismay about the anti-Jewish violence in Germany. Expressing their “indignation and disgust” and referring to the recent anti-Jewish violence in Germany as a “slide back to barbarism” and “inhuman fury,” they condemned the pogroms orchestrated by the Nazis. Some, like the Sunday Times and Sir Archibald Sinclair, leader of the Liberal Party, used the events as an opportunity to reinforce the need for a national home for the Jews.
Since the “Anschluss,” Czechoslovakia had enormously tightened its policy towards refugees from Austria, specifically Jewish ones. The official border crossings were closed to Austrian Jews – many had no choice but to enter Czechoslovakia via the dangerous paths of what was known as the “Green Border,” stretches of land not secured by checkpoints along the course of the border. Even international diplomatic interventions, such as those of the International League of Human Rights (as reported by the Jewish Telegraphic Agency on October 13th, 1938), couldn’t sway Czechoslovakia from its restrictive course. Sir Neill Malcolm, the Commissioner of Refugees for the League of Nations, had called on the Czechoslovakian prime minister to reconsider the practice of deporting Austrian refugees. Without success.
Arnold Schoenberg was a pioneer of modern compositional techniques. However, his music also polarized listeners. Some freneticially celebrated it, other rejected it as noise. On September 13th, the Vienna native celebrated his 62nd birthday. At this time the musician had been living in the United States for almost five years. Schoenberg, a son of Jewish parents, lost his position at the Prussian Academy of Art soon after the Nazis took power. Thereafter he fled first to Paris, then emigrated to the United States. In Los Angeles, he was able to resume his teaching at the University of California.
Ellis Levy, a Jewish attorney who lived in New York, decided to take up the cause of the immigrants fleeing Nazi persecution. In a letter to Mayor LaGuardia, an excerpt of which was published in the August issue of Aufbau, he pointed out that many of the newcomers were arriving in the country penniless, often after having been forced to abandon their studies or professional training. At the time of Mr. Ellis’s intervention, a bill regarding the possibility of opening city colleges to non-citizens was about to be brought before the Board of Higher Education. The attorney asked Mayor LaGuardia to exercise his influence on the Board to bring about a positive decision. This, he argued, would serve both the needs of the immigrants and the interests of U.S. democracy. And, indeed, it was decided, effective September 1 of that year, to admit to city colleges persons with adequate prior education who were in the process of naturalization.
Käthe Hoerlin and Regina Ullmann had at least three things in common: both had Jewish ancestors, both converted to Catholicism, and both had the trajectories of their lives impacted by the Nazi regime. Regina Ullmann, a poetess and writer, was expelled from the Association for the Protection of the Rights of German Authors (Schutzverband Deutscher Schriftsteller) and left Germany to return to her native St. Gallen, Switzerland. Käthe Hoerlin’s first husband, the music critic Willi Schmid, was executed by the regime in 1934 in a case of mistaken identity. Days after this tragedy, Käthe, who was the secretary of the ill-fated Nanga Parbat expedition, got news that nine of its participants had died trying to climb the famed Himalayan peak. In 1938, thanks to the help of a Nazi official who had assisted her with her compensation claims after Schmid’s death, she got permission to get married to the non-Jewish alpinist and physicist Hermann Hoerlin (marriages between “half-Jews,” as she was classified, and “persons of German blood” required special permits which were rarely given). Hoerlin was highly critical of the regime’s interference in scientific research. This letter, which exudes sincere empathy and interest in her friend’s well-being in her new surroundings as well as groundedness in her Catholic identity, was written by Regina Ullmann just after the Hoerlins had emigrated to the United States.
The Jewish community of Eisenstadt in the Burgenland region of Austria had never been a large one, but as the oldest Jewish community in the area, it dated back to the 14th century and had a rich cultural life. The moment Austria was annexed by Nazi Germany on March 12, 1938, Jews were vulnerable. Under the deeply racist Gauleiter Tobias Portschy, the Burgenland was the first part of Austria to expel its Jewish population. In June 1938, Hilde Schlesinger Schiff was in Eisenstadt helping her parents get ready to relocate. In a birthday letter to her daughter Elisabeth, Hilde calls Elisabeth “a true Jewish child, not settled, always ready to be on the move,” in contrast with her own emotional connectedness to Eisenstadt, from which she is now forced to uproot herself. Mrs. Schlesinger Schiff writes that she hopes her parents will soon be allowed to immigrate to Czechoslovakia, but bureaucratic hurdles remain. Meanwhile, she is clearly taken aback by the eagerness of non-Jews to snatch up the family’s property at a low price, calling it “grave robbery.”
By May 1938, emigration seemed to be on the mind of every German and Austrian Jew. This article in the <i>Hannover Jüdisches Gemeindeblatt</i>, for example, exhorts prospective emigrants to lose no time and start studying English as soon as possible. According to the paper, at least two-thirds of German-Jewish emigrants were likely to settle down in English-speaking countries, and even those heading to Latin America would profit from a solid knowledge of English. On the other hand, proficiency in Spanish could be useful because of extensive trade relations between North and South America. The answer to the question “Spanish or English?” therefore was an emphatic “Both!”
Heinrich Stahl, chairman of the Berlin Jewish Community since 1934, was heavily involved in the work of the various Jewish relief organizations, for which there was growing need as Nazism took hold. On April 13, 1938, his 70th birthday, he received a gift from the Ahawah Children’s Home, a photo album which showed the wide range of activities pursued by the charges of this exceptional institution (see March 17). The album included several photographs from the Ahawah’s new branch, which had been opened in Palestine in 1934. A heartfelt warmth and gratitude shine through this rhymed dedication thanking Stahl for his service to the community.
After their triumphant entry into Austria, the Nazis lost no time in intimidating the country’s Jews and forcing them out of positions of influence and out of society at large. Prominent bankers and businessmen were arrested, other Jews—especially those employed in fields that were considered “Jewish,” such as the theater and the press—removed from office and replaced by “Aryans.” At the same time that the atmosphere in Austria became unbearably hostile towards Jews, organizations aiming to facilitate Jewish emigration to Palestine were raided and it was announced that the passports of “certain people” would be voided. It bears mentioning that the number of Jews in Austria in March 1938 was about 206,000—no more than 3% of the total population.
In early 1938, a variety of assumptions regarding the future of the Jews circulated. The official SS organ Das Schwarze Korps (The Black Corps), for example, surmises that after the exclusion of Jews from “the spiritual and political life of the nation,” the physical separation from the majority of Jews within about twenty years will be no chimera. According to this notice disseminated by the Jewish Telegraphic Agency (JTA), Das Schwarze Korps, claims that the Jews are not willing to leave Germany and that the “small number” of Jewish emigrants should not be ascribed to “foreign exchange and other problems” but rather to the unwillingness of Jews in other countries to “lift a finger to give the emigrants or would-be emigrants a home.” In fact, by 1937, as many as 130,000 (out of a total of 600,000) Jews had left the country.
A representative of the New York office of Intria International Trade & Investment Agency Ltd., London, advises a client in New York to use the “Haavaramark” for “transfers to persons of Jewish descent residing in Germany.” The Haavara (transfer) Agreement had been made between Zionist representatives and the Nazis in 1933. It enabled emigrants to deposit money in a German account, which was used to pay for the import of German goods to Palestine. The proceeds from the sales of these goods in Palestine, after the deduction of costs, was disbursed to the new immigrants.
