Biographical/Historical Information

When the Second Müller cabinet (June 1928 to March 1930) took up plans for the construction of an armored cruiser (panzerkreuzer), the Socialist parties wanted to organize a plebiscite against it. This motion failed. Contrary to the position of their parliamentary group, the Social Democratic Reich Chancellor and his Finance Minister are in favor of building the armored cruiser so as not to endanger the coalition with the Center, BVP, DDP and DVP. The parliamentary system is thus plunged into a severe crisis.
